Can you please attempt to start a full Windows VM on your Windows Hyper-V VM (10, 2016, or 2019) running on your Hyper-V AMD system (10, 2016, or 2019). That should be a 3rd level Windows system running. Your current screenshots don't show you running a VM on a Hyper-V server VM that is on a Hyper-V physical server.
